Categories of Swedish Gaming License

To lawfully offer gambling services in accordance with the Gambling Act, the operator must obtain a gaming license, unless otherwise provided in the Act. There exist six different gaming licenses in Sweden and they are:

  • License For State Monopoly: This license is for landbased casinos, certain lottery forms, and gaming on landbased slot machines.
  • License For Good Causes/Charities: This license is granted for certain lottery forms & landbased bingo. It also includes local pool wagering, especially at horse tracks. In certain cases, all that is required of the applicant is registered with the local authority. The applicant does not need a gaming license.
  • Landbased Commercial Gambling License: This includes some limited casino games & gambling slot machines provided at restaurant premises, hotels, or an amusement park which has obtained the permit to offer alcohol to customers. This license is also granted for specific landbased card competition staged outside a landbased casino.
  • License for Gambling on Ships in International Traffic: This includes limited specific casino games and gambling on slots machines.
  • Commercial License for Online Gambling: This is the license granted for online bingo, online table games, and computer-simulated slot games. This license is issued to any gambling operator, including private gaming establishments that satisfy the Swedish legal requirements.
  • Betting License: This license is granted for both online betting and landbased gambling. This license covers horse race betting, betting on the result of lotteries (provided the lottery site has obtained the license), wagering on e-simulated events. The Swedish Gaming Authority prohibits underage gambling especially for players under the age of 18, wagering on offensive and inappropriate events and spread betting. This license is issued to any gambling operator, including private gaming establishments that satisfy the Swedish legal requirements.

Casinos Licensed by the Swedish Gambling Authority

Before 2018, online gaming was firmly within the auspices of state monopoly. It was only the state-owned casinos that were given the free reign to legally operate in Sweden. The 2018 law changed this narrative. It granted access to all interested operators, domestic and foreign alike, to apply for the Swedish gaming license. The Swedish government had two goals in mind when making this decision: to stop the services of unlicensed operators in the country and to offer the best protection to Swedish players by regulating the services of licensed operators with more vigilance and efficiency.

The government opened the license application procedure for online casinos in August 2018. But the real law was enforced on the 1st of January 2019. The first batch of the Swedish gaming licenses was granted on the 30th of September, 2018. Skill games and social games are not within the scope of the 2019 Swedish Gambling Act, so they don’t require any license. All winnings made on games of skill are taxed as income in the country.

Any of the six licenses can be granted to gaming establishments that:

  • are considered to have the requisite organization, experience, and knowledge needed to efficiently run the gambling operation;
  • will presumably run the gaming operation according to the Gaming Acts and several other statutes that regulate the operation;
  • are considered to be fit to maintain the gaming operation.

To know whether a licensee meets these criteria, the Swedish Gambling Authority has provided application forms for the applicants. These forms must be completed and submitted to the SGA by the operators who desire to provide gaming services in Sweden. Each license type has numerous supporting documents that must be submitted.

Swedish Gambling License History

The Spelinspektion which was formally referred to as the Loteriinspektionen is the licensing authority for all gambling-related activities in Sweden. The enactment of the 2019 law, which re-regulated gambling in the country, extended the scope of its duties and powers. The SGA ensures that all gaming activities, whether online or otherwise are carried on in a fair, safe, and secure manner.

The new gambling law allowed operators to apply for any of the six available gaming licenses, depending on the services that they want to offer. The licenses cover a wide range of gaming activities, from casino games to bingo betting, lotteries, and slots. The cost of getting a Swedish gambling license varies from 400,000 to 700,000 SEK. This cost depends on the type of license the operator is applying for.

Is Swedish Gaming License Legit?

A Swedish gaming license is one of the most respected EU gambling licenses. The license is issued to applicants only after fulfilling stringent conditions. If the applicant fails to meet the condition or if the licensee breaches any obligation under the Act or regulations or conditions issued by the Act, the SGA shall order the licensee to resolve the issue within a specific timeframe, or change of remarks or conditions, or prohibitory injunction.

The Sweden Gaming Authority can also revoke the license of the gaming establishment if a serious violation has taken place. It may also give a warning if the warning will be sufficient.
